Another brilliant effort from well known Belgian artist, Louis Noel, this good looking piece was put in place in the year 2000 as the collection really started to develop on the streets of the city. It is a fantastic piece that depicts a cocky young man standing, hands in pockets whistling; perhaps in some ways a reference to the innocence of the artist’s own youth.
